Additional Protocol To The Ankara Agreement
1. In order to facilitate imports of certain products from countries with which Turkey has concluded bilateral trade agreements, Turkey, with the prior authorisation of the Council of Association, may grant tariff quotas at reduced rates or at zero duty if the operation of those agreements is appreciably affected by the application of this Protocol or by measures taken pursuant to this Protocol. 5. The measures provided for in this Article shall not affect the rights and obligations arising from bilateral agreements concluded between Turkey and the Member States of the Community, in so far as those agreements provide for more favourable provisions for Turkish nationals. 3. The Contracting Parties undertake not to make more restrictive, without the prior agreement of the Council of Association, the arrangements which they apply to transfers linked to the invisible operations referred to in Annex III to the Treaty establishing the Community. 2. Turkey shall endeavour, to the extent necessary to avoid obstacles to the movement of goods within the Community, to take all appropriate measures to resolve any practical problems which may arise in the context of trade between Turkey and the countries bound by an association agreement or a preferential agreement with the Community. If such agreements or amendments may have a direct and particular impact on the functioning of the association, appropriate consultation shall be organised within the Association Council in order to take account of the interests of the Contracting Parties.

Where the Community concludes an Association Agreement or a preferential Agreement having a direct and particular impact on the functioning of the Association, appropriate consultations shall take place within the Association Council to enable the Community to take account of the mutual interests referred to in the Association Agreement between the Community and Turkey. 1. Applications for funding which are not submitted by the Turkish Government may not be accepted without the agreement of that Government. To that end, each Party shall, at the request of the other Party, provide all specific information concerning the agreements it has concluded, which contain customs or trade provisions, as well as the amendments it makes to its external trade agreements. Each Party shall inform the other Party of any agreement on trade with German territories in which the Basic Law does not apply to the Federal Republic of Germany and of any implementing rules. Each Party shall ensure that the implementation of these Conventions is not contrary to the principles of association and, in particular, shall take appropriate measures to avoid harm to the economy of the other Party. 4. The obligations of the Parties shall be binding only to the extent that they are compatible with existing international instruments. Without prejudice to the collection of a licence as referred to in Article 5 of Regulation (EEC) No 1059/69 laying down the trade arrangements applicable to certain goods determined from agricultural products, the Community shall take all necessary measures to reduce progressively the fixed component levied on imports into the Community of the following products originating in Turkey in accordance with the timetable referred to in Article 9 of this Annex: 2. .
